He told me he could turn my light off to do the inspection and told me to ride around. I drive around for 3 DAYS!!! Just for him to tell me he can’t do the inspection and couldn’t give my a letter showing why it wouldn’t pass inspection.

My wife called in advance for vehicle inspections, told him it's a van and they said yes that is ok, I have a Low clearance letter on a full size, Van. And he looks up and says that will not fit in here with that thing on it.. the van with out the latter rack wouldn't fit. Maybe he was having a bad day but, I will not be returning.
